Bigger SSS Pensions Coming: 3-Year Increase Starts September 2025. Millions of Filipino pensioners are getting the good news. Beginning in September 2025, the Social Security System (SSS) will implement a historic Pension Reform Program (PRP), which will include an annual increase in retirement pensions over three consecutive years.

It is the first multi-year pension adjustment in the 68-year history of the SSS, and it is a big relief to retirees, the disabled, and survivor pensioners who have long demanded an increase in their benefits.
The Social Security Commission (SSC) has already passed this reform through Resolution No. 340-s.2025 and announced it after the consultation between President Ferdinand R. Marcos Jr. and Finance Secretary/SSC Chairman Ralph G. Recto. It also draws on actuarial research to ensure that even as pensioners will enjoy, the SSS fund will be sustainable in the long run.

What the Pension Reform Program Offers
Within this scheme, pension will automatically rise each September in 2025, 2026 and 2027. Pensioners do not have to provide new documentation or make increased contributions–the increases will be directly added to their monthly pensions.

The increases are organized here in the following way:

- Retirement Pensioners: +10%/per annum (2025 – 2027) – 33% overall increase by 2027.
- Disability Pensioners: +10%/year (2025 -2027) 33% over the next 7 years (2027)
- Survivorship Pensioners: +5% per year (2025 – 2027) – 16% overall increase by 2027
That translates to around one-third higher pensions to retirement and disability benefits in September 2027 and a significant increase in survivor pensions.

Examples of How Pensions Will Grow
To understand what this really means, here are some examples:
- Retirement Pensioner with ₱10,000/month in August 2025:
- September 2025 → ₱11,000
- September 2026 → ₱12,100
- September 2027 → ₱13,310
- Total Increase: ₱3,310 (33.1%)

- September 2025 → ₱5,250
- September 2026 → ₱5,513
- September 2027 → ₱5,789
- Total Increase: ₱789 (15.8%)
- Disability Pensioner with ₱5,000/month in August 2025:
- September 2025 → ₱5,500
- September 2026 → ₱6,050
- September 2027 → ₱6,655
- Total Increase: ₱1,655 (33.1%)
This shows how even with modest pensions, the increases will add up and provide real relief for households already struggling with rising costs of living.
Who Will Benefit
Approximately 3.8 million SSS pensioners will be covered:
- 2.6 million retirement and disability pensioners
- There are 1.2 million survivor pensions.
Pensioners will have to be on record by August 31, 2025 to be eligible to receive the first increase in September 2025. The next segment will be subject to the same cut-off rule in the years to come.
You do not need to pay a higher price into the system. The increases are ensured without having to increase the member contributions.
Why This Reform Matters
Pensioners and advocacy groups have been demanding better pension benefits over the years. Inflation and increased cost of living meant that most people could not use their pension to sustain food, healthcare and daily living costs. The final large change was the ₱1,000 monthly benefit provided in 2017, but that necessitated immediate contribution increases to make the fund viable.
This new reform is different. SSS planners studied it and formulated it in a way that would achieve a balance between pensioner welfare and fund sustainability. The effect on the life of the fund is small, reducing it by a few years to 2049, but the leaders of SSS have promised to replace it by better collection, broader membership coverage, and better compliance.
SSS President and CEO Robert Joseph M. De Claro summed it up well:
“We’ve heard the clamor for higher pensions loud and clear. With the guidance of Finance Secretary Recto, we are rolling out a rational and sustainable pension increase that uplifts all pensioners without compromising the fund’s actuarial soundness.”
A Boost for the Economy
In addition to benefiting pensioners, this reform should transfer approximately ₱92.8 billion to the Philippine economy between 2025 and 2027. The amount spent by pensioners on basic goods, health and services is generally direct, and therefore this growth will also boost local businesses and communities.
Looking Ahead
Philippines Pension Reform Program 2025 is not only a financial stimulus. It is an acknowledgment of the efforts of millions of Filipinos who labored and contributed to the SSS fund throughout the years. It is a question of dignity, security, and providing pensioners with an opportunity to enjoy their time a bit more comfortably and with less anxiety.
Since the increases will all come in September over the next three years, pensioners and their families can now expect more consistent support without the fear of additional payments and complex procedures.
